Why your Google Ads are not producing calls

When a local business tells us their Google Ads are not working, the account almost never has a budget problem. It has a matching problem. Money is going toward searches that were never going to end in a phone call.
Start with the search terms report, not the keyword list. The keyword list is what you asked for. The search terms report is what you actually bought. In neglected accounts it is common to find a large share of spend sitting on informational searches: people looking for a price range, a DIY method, or a job type you do not offer.
The second place to look is the landing experience. If a paid click lands on a homepage, the visitor has to work out which of your seven services applies to them before they can act. A landing page removes that work. One offer, one action, a click to call button reachable with a thumb, and proof visible without scrolling.
Third, check whether you can actually tell which calls came from ads. Without call tracking you are optimizing on clicks, which is a proxy for the thing you care about rather than the thing itself. Once calls are tracked and scored for quality, bidding decisions stop being guesswork.
None of this requires a bigger budget. It requires the budget to point somewhere useful.
